brief hand to penis contact with saliva

Is this encounter zero risk for transmission of bacterial stds?  Symptoms arising after 19th day of exposure include pain in urethra and pain on urination.  Do not feel this is related to genital focused anxiety...the pain is quite distracting.  Is it more likely irritation or infection not related to this event?

manual stimulation with saliva isn't really a risk for std's.    odds are what is going on is from something else.

Awaiting results.  Am very concerned because I subsequently had unprotected sex at the advice that this as a "zero risk" exposure.  Now with symptoms...I am wondering if this is a real possibility (not theoretical....has it happened before?)
