Red bump on penis.?

So I have this red bump I noticed today it wasn't there yesterday it's on the top half of my penis to the left, it's on the shaft part not the tip.. I had a red bump before but it was In a different spot on the shaft as well it's like pin sized small and there's no cluster, it's red but when I pinch it, it turns white. I got it checked out by the medics the last time I had it but they said it looked like an ingrown hair but no hair showed up after about 5 weeks it was gone, I'm in the army so all I've got is medics and it's embarrasing.. Anyone have any idea? It's only one small red bump and if it's like last time it will be gone again could it be from excessive masturbation or not cleaning it that well? Any help would be greatly aprichiated...

It could be any number of things. . The only way to know is to go and be seen in a timely manner and get it checked out since you have new symptoms.  It could be herpes but it really doesn't sound like it.
