There is no risk from the fingering at all, so we'll just move on from that.
There is really no risk from one second of anything. It takes time and friction to transmit STDs. A quick kiss or lick to the penis doesn't have either of those things.
Protected oral sex can transmit syphilis and genital herpes type 1 (if you don't have it oral herpes already). Condoms offer significant protection, but they don't cover all the skin, so there is still a slight chance.
There is no risk from the spit. The transmission of STDs from oral sex comes from being exposed to bacteria that resides in the throat (gonorrhea, chlamydia, NGU) or from skin to skin contact (syphilis and genital hsv1).
I wouldn't worry about this at all. The risk is really quite low.
