There is a risk, but your ejaculating has nothing to do with that risk.
If your partner has pharyngeal gonorrhea, or gonorrhea in the throat, you could get that regardless of whether or not you ejaculate. The bacteria just has to get into your urethra, and that can happen without ejaculation.
If your partner has syphilis, your penis just has to come into contact with a sore in her mouth, and that can happen without ejaculation.
Also, normal mouth bacteria is thought to be a cause of NGU. Your partner's normal mouth bacteria can get into your urethra (the tube that carries sperm and pee out), and can cause an infection. That can happen without ejaculation.
The thing about not ejaculating reducing the risk of stds is that your partner is exposed to less of your body fluids, in theory. We know that stds are in the pre-ejaculation fluid, so in theory, it might reduce the risk for your partner some, but it won't eliminate the risk.

Ejaculating or not doesn't make any difference for the guy. It makes a difference for the person who is performing oral sex, but not a lot.
If you have tested, and know you are std-free, then ejaculation isn't a concern. If you've never tested, you should.
