Syphilis is even rarer in most western Europe countries (especially NW Europe like UK, Scandinavia, France, Germany) than in the US, and an even larger majority of cases are in gay men. Azithromycin resistance is common as well.
I think you should do nothing. Nobody ever needs STD testing or treatment because of kissing. If in doubt, call your city, provincial or national public health department. You can expect the same advice.

Nope. 10% to 70% of syphilis strains in the US (depending on where you are) are resistant to azithromycin. And your risk is too low to get preventive treatment anyway, unless you know for sure your kissing partner had active syphilis. If that's the case, visit your doctor or an STD clinic for a penicillin shot.

Anyhow, azithromycin 1g oral dose and after 8 hrs additional 500mg dose sufficient enough to prevent a possible syphilis after 3-4 days of contact?
In a busy STD clinic I know about, there are only 2-3 cases a year of syphilis of syphilis in women or straight men, and in 30 years never a case in someone whose only contact was kissing.
How rare is it? It is in theory or you have seen cases ?

Kissing in principle could transmit syphilis, but it's very rare. And if you're in the US, the chance any particular woman has syphilis is extremely low. There are only about 20,000 new cases of syphilis every year and two thirds of those are in gay men.
