What does this look like?

I woke up two days ago with a red looking rash and little white bumps on the shaft of my penis. I freaked out and immediately thought it was an STD or herpes. When I was in the shower it was almost flaky and flaked off while i was in there, but not when it was dry. I put neosporin on it and by the next day it started to go away almost immediately. Would an STD or herpes go away with putting neosporin on it? Or was this just a rash I do not need to worry about?

Hi What your describing are not symptoms of any std and would not suggest herpes either as neo would not affect herpes lesions.
