STD or irritation

I've had this irritated rash under my foreskin.  It's not itchy or painful but has been there for three days.  My last exposure was year ago and i did std testing for everything after 12 weeks.  Got nervous about herpes so I did one for herpes after 15.5 weeks.  Herpes test was negative.  I went to a STD clinic last week and the doctor said everything was normal but I found this red location 3 days ago.  I want to believe that it is just irritation but I need to make sure its not herpes so I can have sex with my current girlfriend.

You would need to see a Dr, skin issues can be many things often not a STD, but a visual exam would be needed.
