genital warts?
I have developed a few warts on the inside of my thighs next to the scrotum and one or two on the base of the . None anywhere on the penis or beyond the very base of the scrotum. Is this HPV or indicative of just your average plantar warts in a peculiar location?

If its up by the scrotum, then yes. If its down by your knees, probably not.

Plantar warts are found on the feet.
The only way to know for sure if this is genital warts is to get it biopsied for a strain. I doubt any doctor will do that, but you can ask. If its in the genital area, its most likely genital warts.
