It's funny you say you're spraying it with lotriman ultra, I've been doing the same thing! I think it might be working as well. I saw my dermatologist today though, he said it was simply folliculitus, a bacterial infection of the hair follicules that probably moved in after the jock itch went away. He also said that when I shaved it made it easy for any bacteria to move in. He prescribed me antibiotics and said come back in two weeks. We'll see if it works.
Your genital area is very sensitive. I would not recommend using any aprays there without a doctor's recommendation.
Also, I've started spraying the area with lortiman ultra for athletes foot, looks like it might be working, but I'm not sure. I'll let you know in a week or so if it did anything.
I have the EXACT same thing after my encounter several weeks back. I'm not sure what it is. I know I had an infection of jock itch afterwards. But after clearing that up, the red bumps remained. I don't know if they could maybe be molluscum. Don't know. Let me know if you find out what they are or if they go away, and I'll do the same for you friend.

looks like razor burn and sweat rash. i dont know about genital herpes. doubt it. regular herpes dosent have a white head.
i would take a cold shower and sleep without blackets for a few nights, and not shave the genitals for a few weeks.
