Is this an STD or Hair Follicle Pull

I had protected sex with a prostitute in Mumbai on 15 June
She refused to show me her bever and made me have sex
I noticed a small bump at the base of my shaft on 20 June
It was not having any discharge, no pain....I wore tight underwears and there is lot of heat here in Mumbai
I shaved it and the bump went off and there was minute blood from it.
The bump has come again
I went to the doctor who said its hair follicle infection and not an STD, am posting a photo here, Please help me
Let me know if its an STD like Herpes or anything

You never had an exposure for hiv and other sexually transmitted diseases since you had protected sex . No risk testing is unwarranted . If still scared than visit skin specialist for this problem.
