Male Syphillis Status Language Barrier. PLEASE HELP!!!

I'm currently based in China and am having a hard time understanding my situation.. the translator and the doctor here have little or no experience with my situation.... I really at my wits...and embarrassed completely... 2x I've gone to see a doctor and each time, there like hordes of translator.. This is what transpired:

History:  I caught syphilis way back 2011 and was cured.
However, last Feb 5, 2014, against my better judgement I had unprotected sex. After a week, syphilis-like symptoms occurred.. I self medicated by taking doxycycline 2x (100mg) a day for a week.

After only 1 week of medication, I sought to get myself tested and see a local urologist. This is are the results:

HIV 1 & 2 (Quali)

TP-PA (Qualitative)             POSITIVE

--- Test 1 was useless as the local doctor mistook the findings and told me I had UTI. Ergo, after 1 week of self medication with doxycycline I stopped and continued UTI medications for 2 weeks.

--- After Test 2, the local doctor acknowledge I have Syphilis NOT UTI and prescribed doxycycline for 2 weeks 2x a day (100mg each). I took doxycycline for 3 weeks instead of 2 weeks. He told me that after two weeks, I should get retested and everything should come up Non-Reactive

Test 3 April 21, 2014
HIV 1 & 2 (Quali)

-- Now, after taking doxycycline for 3 weeks,  I found I'm still TP-PA positive. I'm confused, scared and panicking.

I'm not based in an urbanized city and I'm really having a hard time looking for doctors. The internets censored here and most findings do not answer all my questions...

1) What does my tests indicate? Do I still need to take doxycycline?
2) am I syphilis free?
3) I read that if RPR is non-reactive and TP-PA is reactive, it means that i previously caught Syphilis (like in 2010 or recently but cured), does this mean for the rest of my life my TP-PA will always show positive?
4) How do I make my TP-PA non-reactive? is this possible?

Please help!

Now I understand, what a non reactive RPR +  reactive Tp-pa mean!

Based from the results, since i cant deduce if i'm cured from syphillis or not (I'm took doxycycline religiously for 3 weeks),
Would you know/ recommend that I still continue with my doxycycline medication?

I plan on getting tested again after 2 weeks -

1) That you either had syphilis at one time (which you know you did), or you have it again.

2) Don't know

3) It may always show positive, or it may drop to non reactive at some point

4) Time
