Small red bump over hair follicle

I've been tested for STDS and am clean, but about a month ago or two, I noticed this red bump on the underside of my penis where the hair from the scrotum meets the shaft and grows upwards. I shave regularly and this area had always confused me as which way to shave due to its directional change. I may have gone against the grain and caused it to become blocked, but I wanted to be sure.

It had no head like an ingrown hair or pain or anything, but when it first appeared I popped it, being stupid, and out came blood and clear fluid. Maybe puss, cant remember. I left it alone and this time it came back as the same bump just not as big, still no pain. once again it popped, but on its own this time. That was about 3 weeks ago. It had persisted in the same spot as this red spot with a small hole in it, like a hair follicle. My mum confirmed that it looked like a normal blocked hair. I've left it alone yet again and the bump is beginning to return.

It's not painful, itchy, tender, or anything. Doesn't have a head like a pimple. But is right over the area where you can see the hair follicle holes or whatever they're called. I just want to know if this is a blocked hair follicle and will it go away on it's own? Or what should I do? I've yet to see any kind of hair stemming from it

Bumps can be so many different things and a lot of the times non-STD related. I would see a Dr for it.
