does this sound like herpes or syphilis

A few months ago, i had sex with this girl, who after inspection seemed as though she was clean, she had no noticeable sours or rashes. Well about a month later(roughly) i got a rash at the base right before my shaft starts. Its a mild rash that when extremely dry flakes. I have no other symptoms such as bumps sore spots, extreme itch or pain. Im not sure if its herpes or syphilis or just some skin irration. Please help me.

Oh I should add that you will always get symptoms with syphilis, but they aren't always noticeable.

Inspection?  While I sit and ponder about how I'd feel if my partner inspected me, I do have to say that you can have gonorrhea, chlamydia, HIV, syphilis, herpes and HPV with no symptoms at all.   Your inspection wouldn't find something that is not giving symptoms at that time.

Flaking or peeling skin sounds like dermatitis or a fungal infection, but you need to get it checked to be sure.
