pimple like bumps?

i have had many questions about my sexual encounters. and ive been wrong about all my doubts. except, recently i started getting these bumps on my penis. all are towards the back of the penis, where the penis begins. there are like about 6 tiny bumps that resemble white heads. they are very tiny and look superficial. ive tried poping two but i wasnt succeful. well i did pop them but i got a tiny scar as a result so it looks like its still there but its not. they dont itch, hurt, burn or any of that. i feel nothing except that they are there. they dont get bigger or change color or anything either. what could this be. is it an allergy? is it an std? ive searched for warts and herpes but herpes would feel much different and would scab or go away within days. and warts look very different to these white head looking bumps. i am not too too worried because they are not changing or multiplying but i am a little worried because they are there. please help!!! thanx.
