redness under foreskin comes and goes with in a day(s)

For about a month now I've been dealing with redness on the shaft of the penis right under the rim of the head, I've been noticing that a milky white substance has been accumulating right under the rim of my penis, and the skin looks glossy even when the white stuff is not present, I've been reading about smegma but my higiene is excellent. I showere twice a day on average and I retract the foreskin and let water run over the area no soap nothing but water, the redness/rash keeps coming back and so does the white substance. I've come to the conclusion that the white substance is what is causing the redness/rash/irritation, but what is causing the white substance ? It is mot drainage coming from the urethra, it just presents it self under the rim of the penis, I've tried to take a bath with a cup of apple cider vinegar with the mother in it, it helps clear up the redness very well, it looks normal with in hours after the bath, yet it comes back, it sometimes is itchy, other than that no other symptoms no burning, no discomfort while urinating, no bumps or lumps, also my penis has an odor to it, it does not smell completely terrible but the smell is strong and unpleasant, the only things at this point that I can think of is the smegma which I doubt because I wash everyday, a male yeast infection my symptoms somewhat match that self diagnosis, the white stuff the smell the itching, and the last thing I think it could be is pre cum or dried up sperm or something ? One night my penis was fine I wake up In the morning and I have the white stuff and redness, I have had sex once in the last 2-3 months and it was protected, I would really like to figure this out it is very frustrating to keep seeing my penis with redness, I also think a bacterial infection could be a possibility, I want to repeat that the apple cider vinegar bath really takes effect pretty quick but doesn't get rid of the problem.

Went to doctor while redness present, explained the situation, I was diagnosed with male yeast infection, I am taking some pills and topical cream to affected area, so it is as I thought, male yeast

I am a 25.year old male and need opinions on possible diagnosis and which actions should be taken next. I will be seeing a doctor in mexico tomorrow. But still would like your opinions

A little bit more about my sexual history I did have chlamydia once about 7 years ago due to unprotected sex w my gf when I was 18/19. And more recently maybe 6 months to a year ago I had unprotected oral sex from someone who was sick with a cold and some days later with in a week I saw some white discharge from urethra, i had to sort of milk the head to see it it's was not oozing out or anything, the doctor I saw in mexico said it was ghinorhea, and I took the medicine for it and it cleared up and haven't had any other problems since, I guess the germs or bacteria that sick person had lead to that problem, this is pretty much my complete medical history regarding stds and sexual history, I stay clean and I stay protected for the most.part although I know I can do more. Please help

^unprotected oral sex ** I always use condoms, I have had unprotected sex maybe 3 or 4 times in my life when I was younger.

I have had similiar issues in the past, at one point I thought I possibly had herpes, but I have never had any symptoms like blisters or pain or oozing or any sores crusting over, no sores at all actually , I would best describe it as red dots, not raised, again no pain no itching, no drainiage, and these dots would come and go in a matter of days, all which is not consistent with the classic genital herpes symptoms which are blisters, pain, itchiness, discomfort, etc, the only discomfort I really deal with is when I have to see this rash and redness on my penis, this possible herpes issue was a few years quoi saw about 3 or 4 doctors and one diagnosed me saying it was herpes and put me on a cycle of meds,he did not run Ay tests at all, i ended up taking.the igg test and was negative for hsv2 and positive for hsv1 which most people are, they told me it was not herpes because of the test, I have had unprotected sex from many women since my suspicion of herpes started and I am still I'm contact with those women and none have ever had any issue regarding herpes, at this point nothing really points to my problem being herpes yet I am still having a problem, I have had unprotected sex in the past 8 years only 3 times that I can remember I always use protection, but not always with oral sex which I know is still a risk, I am a bit ashamed to say but because my problem comes and goes with in days one night I received oral sex from a woman while red dots present and she has never reported any symptoms to me, I have no had this red dots and redness problem for a while over a year, I did the apple cider vinegar and it stopped for quite a while, everyone in a while I see very minor redness maybe one or two red dots but nothing alarming or that is a red flag, now recently for a bout a month or so I've been dealing with this redness rash that I talked about on the original post, I need help to find answers, I will be seeing a doctor in mexico tomorrow and get an opinion, I have posted on the herpes forum multiple times before when the herpes suspicion came up and grace had told me various times she did not believe it to be herpes. I will wait to see what the doctor says but I am thinking of monistat for yeast infection, nystatin powder 100,000, or bacitracin for bacterial. Please help
