Yes - you can have high PTH and normal calcium -- but this is somewhat complicated and requires evaluation by an endocrinologist to sort our if this is primary hyperparthyroidism (ie a tumor) in which case the Ca levels are usually in the high-normal range OR secondary hyperpara in which the calciums are usually in the low-normal range. Also kidney function, phosphorous and VitD levels must be evaluated.
