changes in tsh

First, thank you for your helpful information in my earlier question.  Second, I am seeking treatment for low thyroid levels.  My doctor wants me to wait until my tsh levels hit 4.0.  My last test in Sept 2008 was 3.25, the previous test in June 2008 was 1.49.  My doctor told me this not a significant change.  How much variation is there in a tsh level?
She also gave me the impression she felt I have Cushings not Low Thyroid.  How likely is that?

cannot comment on cushings without details about cortisol -- would ask your endocrinologist more about this.

the tsh of 3.25 is borderline, treatment is not necessary in most cases.
