Penis head discomfort when flaccid

About 4 months ago, straight after masturbating one night the whole of my penis head went very sensitive and stayed like this for a couple of days; i could feel it against my clothes and everything. Once the extreme sensitivity passed i started masturbating again and it felt fine. But then i realised i had this discomfort in one specific area on the left hand side of my penis head when slight pressure was applied to it with my fingers or i can sometimes feel it when i bend over or something because pressure is being applied to it, but i only feel this when the penis is flacid! Anyway, so i stopped masturbating for a month but that didn't fix it so i went to the doctors and he said i had irritated a nerve and it will heal itself, he even said i can still masturbate as it won't effect it. So currently i'm on and off masturbating because i don't know what to do, it's been months now and it's still not fixed. There's no visual damage/change and i have no problems with erections or masturbating etc, it's just discomfort in one specific area of the penis head when flacid. I really don't know what to do!?
