MEDICAL PROFESSIONAL
Your description sounds to be that of an early balanophosthitis. This type of skin infection is more common in diabetic uncircumcised males. Roll the skin back and wash your penis daily (providone iodine soap would be best, I think) Dry the area well (pat it dry) and apply baby powder. Do this several times for day and, most importantly, get better control of your blood sugar.
If this becomes a recurring problem, you should have a circumcision.

perhaps you fail to respond to my April 17 post on accident? I waited a couple of days but you just skipped over me. It wouldn't be that big of an issue if there wasn't a charge for each question. Please, please go back and respond. The title was "prostadyniia?", and it was posted on the 17th I believe. Thank you.
