Can pearly penile papules occur UNDER the penis head? (Not on the head but directly under it: on the shaft)

I have some papules which are skin coloured on the rim of the head but I have white spots(around 2-3) under it on the shaft

My question is
-are these pearly penile papules?

Hello,
Close to the eyes, milia skin are very common but it is very rare to see them on the penis. Other than that, these can be blocked sweat glands or cysts also. It will be best to get them examined from a dermatologist to confirm the diagnosis.

The spots are white so they cannot be Fordyce spots. There is no pain and no itching at all

Any ideas? I have similar spots near my eye

These bumps can be Fordyce spots. Pearly penile papules are multiple, small (about 1-3mm) papules running around the circumference of the crown of the glans penis)  while Fordyce spots (small (1-5mm) bright red or purple papules that can appear on the penis and usually effect younger men. Both are normal occurrence on the penis and you should not worry about it.
