Would you be able to elaborate more on the lesions?
Where are they located, the size, character (soft, hard, flat, elevated, color, pain)?
As this is relevant, may I ask if you are circumcised?
Penile lumps may actually be normal structures such as blood vessels, sweat glands, sebaceous glands and penile papules. Penile papules are usually located near the head of the penis and are usually of the color of your skin. They appear to be shiny and thus the term "pearly' is used to describe them.
I suggest you have this assessed by your primary physician. Ask your parents to set an appointment for you. You have mentioned that you are not sexually active so a genital wart and lesions secondary to sexually transmitted diseases may be excluded at this point.
this sounds like pearly papules which is not an STD becuase you cannot get genital warts without sex. its most commen in uncercumsized men. google it and see what you think
