If you have parental consent, you can get it pretty young, especially if there is a medical reason like really heavy periods. Otherwise, you might have to be 18, depending on where you are and what you are trying to get (like, the pill? an IUD?). Your boyfriend can get a condom any time. And if you are going to tell me that you are not able to get your boyfriend to wear a condom, well, if you can't get your boyfriend to wear a condom, you are not old enough to have sex.
