It is normal to have discomfort/pain the first time.
You guys will have to work on fingering to loosen the vagina some. if you need to use a lot of lubricant if you are having trouble with getting enough wetness on your own.

Yes it's normal to have some troubles the first time if you are built very small. LOTS of lubrication will help and so will lots of foreplay to get you excited. You need to try and relax. Your boyfriend needs to try and take his time with you also. Go slow and don't force things. Yes it will hurt going in that first time and you may even bleed, but soon you will stretch to accomodate your boyfriend's size and it shouldn't hurt really after that first time anymore.
