I used to do childcare and watched alittle boy the same age that would not use his words. We had a speach therapist come in and work w/ him while he was at my house, upon his mom's request. She told me not to let him get away w/o using his words. He would point and grunt at things he wanted and she told me to just keep asking "do you want that?" and not give it to him until he says it. If he didn't say it, then walk away after asking him 3 times. It took weeks, but eventualy he would come to me and say "Want it." Then we started working on more words. Eventualy he got it and is doing very well as a 7yr old today. You might try this, or even see about taking her to a speech therapist.
My daughter did this, too, although she began speaking right at her second birthday. I literally had her at the dr. that day for her checkup, asking about her not speaking, and that night she decided to start talking a blue streak! Obviously, she had been practicing in her crib! Anyway, I think the above advice is spot on...not letting them get lazy by grunting and pointing. After all, they are masters at getting us to do what they want us to do!
I believe my doctor had told me that she normally waited until 2 1/2 years, with the appropriate hard work of insisting that they use their words, until intervening with a specialist. I don't know if that's consistent with other doctors advice, but that's what I know.
