Environmental triggers for allergic reactions like changes in weather, temperature and water sources are difficult to avoid, but being aware can help you take adequate precautions. Since you are aware of the triggers please avoid them or give her anti-histamines. If the present anti histamines are not very effective you can consult your doctor for long acting ones.

My mother also suffers from this...I have much sympathy for your daughter.
My mom finds that keeping her arms covered, even in warmer temps, seems to help to a degree. She avoids swimming, and everything else that is connected to cooler temps as well.
Did they diagnose your daughter as having an underlying cause?
Some forms are hereditary, but most are due to something else...disease, medications, etc.
Symptoms may be decreased with the use of various antihistamines, particularly the older, sedating antihistamines such as cyproheptadine.
Cold foods should also be avoided...such as ice cream.
My mom uses several different allergy formulas and inhalers...they seem to help quite well.
