Need help

We rescued a gsd puppy over three months ago that had a severe infection that was left alone after a bad break so we took him in got him all fixed up and had his right fron leg amputated from the knee down. 7 days after surgery he developed an infection and the wound ulcerated. Antibiotic were given and the wound left to drain. 7 days later took him back not enough skin to suture.We were told it would heal on it's own. Here we are three months later with very little progress. It is a healthy wound that is granulating. Just don't understand why it's taken so long and still open is that even safe or right? They said the other option is to reamputate taking out the shoulder which we just can't afford. Any other things to try?? Our vet just keeps telling us clean it and change it everyday.

We actually decided to get another amputation leaving the shoulder seeing as though he is a very active and big boy thank you for your advice

Time may be the answer as long as the pup is not licking
the incision.
He may need a culture after stopping antibiotics for 5 days also.
Another home remedy is decon solution which is is part  household bleach and nine parts water. Apply this solution to the incision twice daily with a gauze sponge.
Please let me know the outcome.
