Fleas

I live in a 9 unit, 3-story apartment building.  The doors of all the units open onto a cement, open air balcony and the two upper stories are accessed by a cement stairwell.  My apartment is hardwood.  Recently i received a letter from the property owner claiming that "several" tenants were complaining about fleas and flea bites.  Not only has my dog never been inside of their units, they have never had physical contact with my dog.  How is it that I have never been bitten and none of my friends, all of whom have had close physical contact with my dog, have never reported any problems and yet there are claims of other tenants being bitten.  Would fleas leap off of my dog, wait on the concrete then leap on the tenants as they walk by?  Is what they claim even possible?

I don't see how this is a legal question; I'm simply asking if it is possible for the fleas to do what the others are alleging even though my dog has little to no evidence of fleas.

This is a legal question and it is beyond the jurisdiction of this forum to answer.

However, if you have proof of monthly flea and tick protection placed on your dog it would help.
