Pulmonary edema, heart murmur and kidney dysfunction

My 6 lb, 13-year-old miniature poodle has been diagnosed with heart murmur, then pulmonary edema and was placed on Enalapril once a day and Salix three times a day.  Since being on his Salix, his kidney are starting to have problems.  At last check his BUN was 85.  The vet said to place him on a strict starch diet with no protein.  My problems is, is that he is very hungry.  He will eat bread and crackles but still acts very hungry.  I felt sorry for him and fed him a little chicken this morning because he acts like he is starving.  Should I keep him strictly on the starchy diet at his age and let him be hungry or let him get full if even on chicken?  At one time my vet said to let him eat anything because it would be like telling a 89-year-old person to watch their cholesterol but then he said no protein, which do you recommend?

Put her on an excellent quality high protein, low fat, grain-free diet.  

The cracker and bread diet she is on is currently on is very nutritionally deficient.
