"Wobbler disease"

I have had two litters with this problem.  At first I thought the ***** had had something happened to her during her pregnancy. But the second time I realized, obvously too late, that this was related to the mother. She had two previous litters with no problems. I am not breeding her anymore, but would like to find out anything and everything I can about this condition so as to better understand what happened to these puppies and any litters I may breed for in the future with my other dogs.

Papillon's do not get Wobblers disease.  Wobblers disease is a disease of Dobermans, Great Danes and other large breeds.  Papillons do however can be born with a disease called: Neuroaxonal Dystrophy.  I am not sure if this is what you are talking about but I will briefly discuss Neuroaxonal dystrophy and cerebellar cortical abiotrophy (CCA) congenital disease in Papillon's as follows:

Neuroaxonal dystrophy (NAD) and  cerebellar cortical abiotrophy (CCA) are newly discovered  congenital diseases in Papillion’s and other breeds.  These diseases are believed to be autosomal recessive hereditary disorders.  Autosomal recessive means that an affected gene must be inherited by both  parent in order to cause the disease.  

The common symptoms for both diseases are uncoordinated movement of the hind limbs (ataxia), tremors of the head,  hypermetric gait (exaggerated or high stepping gait in which the movements overreach the intended goal).  These abnormal symptoms advance and worsen rapidly.  Eventually  the patient can no longer swallow effectively and eventually dies.

The cause of these diseases are atrophy in the cerebellum, the part of the brain that controls movement. The origin or cause’s of these diseases are unknown.

There is no known treatment at this time.

The problem I am having starts before the puppies are walking, they are unable to start the walking process at all.  I have been told to check for the "swimmer" syndrome, could this be the problem what my puppies had?
