Normally, orthotics can decrease pain, not only in the foot, but in other parts of the body such as the knee, hip and lower back.
Without physical examination,it's hard to give you a more accurate advice.
But, I still think that stenosis is key point of your husband's leg problem..
Maybe see another doctor for second opinion?

My husband was fitted with orthotics and he finds them very uncomfortable and has decided not to wear them in his shoes. Is it possible that the orthotics were made wrong or do you have a better idea?
very severe and weak legs,calf muscles jump all the time and are tender.....
All of symptoms seem due to spinal stenosis.
You shouldo to see orthopaedic doctor first.
