Do you mean Inflammatory breast cancer or Invasive breast carcinoma.
Both of these are of different entity and behave differently.
Biopsy is usually the most definitive method of having diagnosis.
Biopsy if performed properly would definitely be useful in making diagnosis as well as ,management accordingly.

When they take biopsy could it not show cancer but you are still red ,hot on breast. Maybe biopsy taken in wrong place.
