Cat head movement while scratching right above it's tail

My friend's cat does this weird thing when I scratch him right above his tail...he sort of like, moves his head weird (kind of jerkingly) and makes an odd licking-type motion. I've only seen one other cat do this, but why do they? And how come not all cats do?

My tuxedo cat does the same thing.  I asked the vet about it and it's jsut a sensitive spot or an especially itchy spot.  I can pet him and come up with a ton of dandruff from that area.  It seems like it's a really dry spot- he's just a goof I guess.

That's not uncommon. I've got one who bites and chews on the blanket or whatever else is in front of them when I do that.

I'd guess it's like the G-spot...varies in sensitivity and depth! :)
