3 Year old behavior

Hi - I have a friend that has a 3 year old son who in my opinion repeat phrases and actions too frequent.  He introduces himself and ask the same question in the same manner to the same person or persons every five to ten minutes or any time someone makes eye contact with him.  To me its not normal, I don't remember seeing this behavior in other kids his same age.

I have seen this many times it is not unusual,very often it is to get attention about what he is saying and some children especially bright ones want to know about everything, it can irritate some parents, what do they say are they concerned about it also,if they are it may be a good idea to ask a Doctor ...
