what is going on with my twelve year old stepson

my twelve year old stepson is constantly getting into fights(that are never his fault), skips school, is extremely cruel to his younger brother. He lies all of the time. I have heard him curse out his mom, using words that are shocking to hear out of a child, especially to his own mother. I am very concerned but no one else seems to be.

What are the cruel acts on his brother ,could he be jealous ?

     What about his school teachers?  How are his grades this year compared to last year?
