does he make any echo sounds of something he heard and says it over and over- like a phrase? Other repetitive movements like the hand flapping?
I have worked with autistic children and they are described just like you did
in their own world

I have 2 nephews and also some friends with Autistic children. What you are describing sounds like Autism to me...you should really have your sister take him in to be tested.
Has the mother taken him to the pediatrician and ask him about this. Not to concern you and I am not a doctor but at my church I have a child that is autistic and he has some of the behaviors that you have mention. Once again I am not a doctor but I would definitly get him checked

Besicaly the boy didn't start speaking until he was 6 years of age. These problem use to create a tanturum ( crying) alot of times.
when i say jumping araund and ubnormal movement.
It is like this, when he is jumping it is like a play and it is. But what councence me is not the jumping auround, it is the look of that he is on his own world. poeople might say " he is a child of course he is on his own world what do you expect".
When he dose that in a milde of children, he doesn't have any conection with the childrens play around him. He only runs around on his own in the midle of them if he is at home he does it on his own.
eg. He is waching a TV then, sudenly goes out of the room in the gardern and does it,
Sometimes he sits and waves his hands and, does none verbal communication on his own and, when he do these, there is no awareness of around what is around him.
I heard his mother so many times saying "come in son, please stop dowing this," she say this to him very gently, and i see sadness and worrying in her eyes.
I always said to her leave him along he is intertaining himself or he is playing. But she always say, hulu you don't see what i see. well as she is the mother of course she knows what she is talking about. when i observe him closely, i had to belive her that there is somting wrorng with this childs behavior.

What do you mean by jamps around and abnormal movements, can you go into more detail
