my 9year old brother is out of control

my brother is tearing apart my family is very bad. he said very disrespectful things. he never does anything anyone tells him. he always get in trouble at school. he gets into fight alot and get supsended. and i know the proublem is my mom she cant punish him she says if i ground him its like grounding me. she cant stand noise and he knows that he gets out of all his punishments and gets away telling mom how mean she is and he hates her anytime he doesnt get his away and then he does. my mom knows she lets him get away with it but she doesnt know wat to do. mymom is in very bad health and on disablity so we are very poor. my brother also still uses the bathroom in his pants. my mother uses the excuse cause he has a double thumb. but he says its cause hes lazy and likes mom to wipe his butt he wont do it. the other day i just went down stairs hadnt talked to him the whole day and he said " oh no wat is the dumb fat witch doing do here." my brother is also very pervert for his age he trys spying on me in the showers and stuff and says all my friends that are girls are hott and says things like "oh yeah i wanna do her in the butt."
we live in tulsa oklahoma does anyone know of any kind of program that could help my mom to learn to be a better parent and get him under control.
i know she is the problem because she is in the hostpial alot and im in charge of my brother and sister that is 11 and we all do so much better he minds me... most of the time when shes not here. but when shes here he says i dont have to mind u your not my mother and moms home.

i just dont know wat to do he makes my mom cry and shes in bad health has heart attacks alot. but we cant afford antyhing relly and we have tried family consleing although im the only one who benafited they just thought it was stuiped and  a waste of time.

It sounds like a really difficult situation, one that the adults will ned to fix - not one that you will be able to do a lot about. Try going to the school guidance counselor to talk about how this affectgs you, Try to find things that you can do outside of the home (sports, activities, job) so you can still have a good life.
