my 3 year old daughter very violent

My 3 1/2 year old daughter is making me go crazy.  If she doesn't get her way, she blows up and starts breaking and pounding on things.  I don't know what to do anymore.  She is a very loving and affectionate little girl until she doesn't get things her way. She does great with other children but does fight with her four year old sister.   I put her in time out right away when she acts up.  That doesn't help.  I try to talk to her, that doesn't help.  I don't know what else to do.  She screams so loud in my apartment, I'm suprised the cops don't come here.  Please help.  Thanks and God Bless.

How does the older child behave with her is she kind , who starts any touble ..could there be any jealousy towards her, when you say she is okay till she doesnt get her own way, can you give an instance of what that is ?
