violent 3 year old

hi i have 3 boys aged 8 years 3 years and 16 months my 3 year old is the problem he is currently seeing some professionals after 18months of trying to get referred he was born premature at 30 weeks weighing 3lb 1oz was really good needed oxygen for 12 hours and only spent 3 weeks in nicu i started noticing at around 9 months his behaviour may i note he has had hearing problems and has grometts which work he is very hyper cant sit for more than 10 mins he hits out bites till you bleed head butts from age 1 you can be sat ther next to him and next minute you can get a slap across your face or a cup etc he can be funny with people and does prefer to play by himself although he can play with others he can not be left with any of my children by himself he attends nursery has for 5 months couple of incidents of gripping a child by the throat and picking 2 up by the throat and throwing them on the floor he takes a dislike to animals slugs snails fly and has started asking for a knife to stab them and has also threatened to stab my brother if he didnt get him a knife to do so a lot of time he is unprovoked just lashes out as if he cant help it sometimes instead of hitting he will stand infront of you and make a noise like a dragon really loud then carry on what could this be all possibilities please im hoping the professionals will listen as it is so hard work and frustrating just to note i have attended all parenting groups to try and get help etc discilpine does not make  much of a diference he doesnt like it but after he laughs etc been doing time out for 18months

How does the older brother of 8 year old behave towards the 3 year old one with the issues, is he kind , very often an older sibling teases and upsets a younger one , parents dont always see this , is it possible the 3 year old is copying behavior that has been meeted out to him ?
