Your sister does not have to wear her dentures before she sees the dentist.
But do take the dentures to the dentist with you. She will be able to tell the dentist where the problem is when at the dentist.
If it is the same dentist that you are going to, hopefully he will do it for free, or reduce the cost if you explain that she has not been wearing them because of the discomfort. But as it has been 2 years ago, it is unlikely, but still worth trying.
