That sure sounds like Cymbalta withdrawl. A lot of people think that Effexor is the only AD med that has powerful withdrawl symptoms after discontinuation or taper down.

Truth is that Cymbalta is just as bad, but you hear less about it because Cymbalta is a  much less popular medication compaired to Effexor. Both Effexor and Cymbalta are SNRI (Selective Neurephineferine Reuptake Inhibitors) and thus they both are very much alike including the withdrawl symptoms they produce. SSRI meds also cause withdrawl symptoms, but to a somewhat lesser degree.

I have spent many weeks tapering off Effexor in the past, and also Cymbalta.

The only thing I found that helped is a VERY slow taper. Perhaps jumping from 90 to 60 was too fast for your system to adjust to. Try a slower step down over longer periods.

I have also found Xanex to help a lot with the withdrawl symptoms, but take in moderation. Hot baths with dim light also helps.

Other than that, you just have to be tough and stick with the taper program. Eventually the withdrawl symptoms will ease up. It just takes time. A long time.
