Small pimples/boils on the inside of foreskin, kinda like herpes but probably not?

Hey all I've been wondering about these for a long time.
They look like pin heads in terms of size and shape, a tiny bit lighter than my skin and a bunch of them next to each other. If i pull my foreskin back they are located a couple of cm under the penis "head" they are in "teams" scattered here and there. I don't feel any pain or anything out of the ordinary and I've noticed them maybe a couple of years back. I didn't really pay attention I thought maybe an irritation or something that would go away. I haven't been looking really but after 2 years I've noticed they're still there. I'm really not sure if they're spreading or if I just notice them more because I'm looking for them. Any idea what they might be? Assuming that in the extreme case they are herpes shouldn't they have spread all over the darned thing by now since it's been possibly 2 years since I had them?
I've been sexually inactive for 2 years and counting and before that I had been only active with my long term ex-girlfriend, neither of us had been sexually active before that. Any ideas?
