These can be Fordyce spots or penile malnotic macules both of which are harmless. Fordyce spots are small (1-5mm) bright red or purple papules that can appear on the penis and usually effect younger men. At adolescence it is normal for them to appear. However If you notice changes in the color, height, size or shape, you should have a dermatologist evaluate it. You also should have it checked if it bleeds, oozes, itches, appear scaly, or become tender or painful.
