Break down of skin around varicose veins

My mum has quite profound varicose veins and for almost a year now the skin on and around them has started to break down. She has been to the doctor numerous times and has been told it is eczema. However I disagree, to me it looks more like a Venus ulcer as there is sometimes sluff and lots of odema around the area (I am a student nurse). The area never tends to dry out. She has been given various steroid creams and nothing has helped. She is now awaiting to see dermatology about the problem and has been waiting over 5 weeks... The problem has gotten worse and it seems to be spreading - there are now 4 broken down areas of skin sited on inner leg above the ankle.  Does anyone have any suggestions or know what may be the cause?
