Looked Like Ingrown Hair, But Its Obvious Its Not. Is This Something Serious?

Pretty much described in question itself, but boyfriend had what looked like an ingrown hair on his neck so naturally he picked at it only to discover really no ingrown hairs, but it became and obsession it scabbed over and he can feel lumpy patches here and there underneath the skin and once he dug to deep there was white spots which he though may of been scar tissue, but when scraped they made the most ungodly sound. He said it also creates a tingling sensation when scraping at them down his back like chills. When he picks at it, the site just continuously bleeds. I'm telling him he needs to be seen incase its something more serious than he just needs to give up picking at it. If someone has something similar occur please help! Thanks In Advance.

He should see a dermatologist for treatment.  It could be many things, now infected, but it also sounds a little like the skin outbreaks I had with my Celiac disease (DH).  Unfortunately, no dermatologist I ever saw knew about biopsying for that, so I went undiagnosed for years.
