Dark brown, nearly black spot on labia minora/side of clitoris?

I'm a 20 year old black female. I've had this spot ever since I can remember seeing my own vulva at around age 13. I was quite scared the first time I noticed it, but I eventually forgot about it. It is splotchy and of differing widths. Looks almost like a splash of paint. It isn't raised and it doesn't hurt or bother me at all, outside of it seeming ominous. I don't believe that it has changed in size even through all these years.

Some more info: My periods have never been normal. I used to bleed profusely for 2 weeks at a time in the early years, but for the most part now, I just skip several months. It is now September and my last menstruation was in February. I have also had a few problems with Hirsutism on my chin and neck.

So, my questions are: Could the spot be harmless? Is this normal? Should I get it checked out immediately?
