Is 2 weeks use of Elidel 1% safe?!

I previously used Elidel 1% twice daily for two weeks on sensitive skin. I know what Elidel is and that it's an alternative to steroid creams for treatment of dermatitis & that is why I tried it. When I saw NO results after two weeks, I figured it wasn't going to help so discontinued using it. I want to know if that was too long to use without seeing any improvement (could it have done any harm)? Also, how long should it normally take for Elidel to have a noticable effect on thin skin (was 2 weeks the right amount of time to know this)?
