I have painless pimple on my glans penis that keep recurring after several days ....also sometimes wrinkle scrotum that turns reddish and it dries up and eventually it peels off

For the most part, it sounds like just keeping the area clean should help you- but to find the specific cause for the peeling, you should see a doctor to have an exam done and have them take into account more of your medical history.  It's impossible to say what the cause is without those two things.
