Barely visible red spots on penis tip?

About a month ago I noticed I had small white bumps (I think PPP) around the rim of my penis tip, but barely noticeable. Now there are tiny red spots, only about two, that go away and come back, on the actual tip of my penis. I have not been sexually active for about three months, and have not yet had full intercourse, only foreplay. What could this be? Thanks
