I suggest you seek consult with a dermatologist . This may be due to a dermatitis or a dermatoses ( fungal infection). A dermatologist will be able to help ascertain what could have caused the lesions. STD's may present with characteristic lesions that may easily define them from one another. A referral to a urologist may be indicated. You may ask your partner to be tested also.It is always wise to consider everything when presented with a rash or lesions in the groin area. However in your case, an initial dermatologic consult may readily shed some light.
have you done an HIV test ? could be one of the dermatological manifestations of HIV.

This may be a case of eczema or contact dermatitis. Are there any urinary symptoms like pain in urination? Any penile discharge? Any previous allergies?
With penile lesions or rash, sexual history is important. Are you sexually active?
