Red scaly rash on glans?

So I've had this rash on my penis for months now and it won't seem to go away. It started as a few scaly red patches and would hurt when I pee and now is on the glas and shaft but doesn't hurt to pee anymore. It now has the appearance of really dry, flaky skin  but red underneath. I masturbate quite frequently as well as having sex with my girlfriend. I added a few pictures. Please help!

Have you gotten other symptoms.

I have seen a couple doctors for the similar symptoms but 3 doctors told me it might be fungus.

If you have a rash that won't go away, it's always best to see your doctor- you need them to take a look in person and take into consideration your medical history when determining what the cause of the rash could be- that can't be done online, so it's important to get to a doctor.

I did and he recommended cortisone but it hasn't worked

Definitely go back if his recommendation didn't help- as Mylo2606 mentioned, it could be a fungus which would require different medication.  Sometimes, you have to go back a few times to get a doctor to figure out the cause, so go back or go to another and get a second opinion.
